According to www.undercover.com.au/news/2004/july2004/20040713_paulini.html Shannon's single sold 1228 more copies than Paulini's to make Shannon's single take the #1 spot on the arias. Aria have not fully explained the stuff up. The only word so far in explanation was that they had to disqualify some 100 bulk purchases of Paulini's single by one purchaser.

Thanks for letting us know that. So it is not the 500 or 600 as first heard or the mere 100 copies by a DJ.
Don't forget Shannon's album spiked up on the charts so it means that the difference in the sales of his and Paulini's singles could have been MORE if those people who liked the song and would have bought the single decided to spend the extra money instead on the album.
A couple of weeks ago, his album was a bullet performer too went from 29 to 20 when Learn To Fly was first released to radio so there are also those fans who did not wait for the single to be release and went to buy the album instead.
So all in all, it was not that small a difference.
